17日、岡山県保険医協会主催の総会記念講演に参加し、勉強させてもらった。講師は鹿児島大学法科大学院の伊藤周平教授。「権利・市場・社会保障・・生存権の危機から再構築へ」の著書で日本社会福祉学会賞を受賞した気鋭の学者である。
伊藤氏は、介護保険と障害者自立支援法の現状と問題点を分析しながら、「健康で文化的な最低限度の生活を営む権利」という憲法25条の理念を法律化した「社会保障基本法」の制定を訴えている。
それは、国や地方の財政事情に左右されない政策の規範的指針を示す「理念法」ともいえるものである。
「人間裁判」と称される「朝日訴訟」が戦われた岡山からこそ、この理念を掲げた運動が求められていると痛感した次第である。
